Wow! How to remain constructive?
1) Freddy is very bright and will do even better when he engages fully with all tasks and projects.

My wife was a teacher for over 30 years and would do way better for sure. How old are the kids?

These are hypothetical kids... a combination of different traits I've come across over the years. Not a bad effort on your behalf being a non-teacher. You would be supported to rewrite the comments though as "very bright" would be considered too much of an opinion and your focus on Emily's deficits would be frowned upon.

Didn't spend much time on it.
I've seen a fair few reports, wife's, my kids etc over the years, and it's devilishly difficult writing an accurate and supportive comment when there's a gap between what is and what could be. I preferred face to face for my kids, both of whom were/are scary smart as you could tease things out so much better. With the wife as a 4 degree teacher the discussions were often interesting in all sorts of ways. The best was when she in-serviced the Year 4 teacher on how to identify talented children.
