Differs from state to state I think. All I know is my current girlfriend won a comp for a long weeend to Broome similar to this by writing Because I want to win it. When she asked why she won they said it was randomly drawn

I have a feeling they would do that if they literally have thousands of entries and they only have a few days to judge the winner. The fact they never publish the winner and thier entry makes me more suspicious.
