Considering I know little of how all this works and of security in general, it told me that my computer is deliberately refusing to respond which they said is very cool.

Hate to tell you but Shields Up is more about about 'false security' than security. It is a pretty poor tool for what it claims. Do a search for it on http://www.theregister.co.uk/ for some opinions.
