Converting MPEG-1 video files to MPEG-2?

Does anyone know if you can do this? I've got a stack of video stuff in MPEG-1 format that I would like to convert to MPEG-2 so I can burn it all to DVD instead of VCD.

This program is the best for it as it can convert just about any movie file to mpeg-2. It sometimes has trouble with the sound so you may need virtualdub mod to rip the sound first to wav file then use TMPGEnc xpress.
