Umpires usually use 'Engaging in Rough Play' when they have little chance of making a 'charge' stick. I actually cannot recall the incident, so cannot pronounce my judgement on it!
Ty Zantuck was actually cited under the same charge for colliding with Blake Caracella in Round 2. He rightly got off that charge as it was no more that a hip-and-shoulder.
As another point of comparison, Michael Long was also charged with this in the 2000 Grand Final for his hit on Snake Simmonds. He was rightly rubbed out as his only intention was to collide with Simmonds head, an action that is capable of causing serious injury.
TOO, whether or not he is in the air at the time is actually irrelevant. Was Holland involved in a marking contest, ruck contest or outside of general play when the incident occurred?
I would say that the answer to each of those is no, as these instances would all constitute a charge.
