Custom team salary cap

I did a search on the forum, but I couldn't find anything on it so,
After downloading the patch what the custom team salary cap? Is it supposed to be $6.5 mill?

6.5million for the best 22 players only. Players outside best 22 don't contribute to salary cap from what I understand.
I don't really know what "best 22" is, but I'd assume the 22 highest paid players.

just choose custom vs custom or if they go another team go another team
