what significance is these horses being accepted?

does it mean theyre guaranteed a start?

does it mean the horses not accepted are unlikely to gain a start?

Just means they are still eligible to run in the races. All those who weren't accepted are out all together. To remain in contention for a spot, before ballots, weight penalties etc you must continue to pay the acceptance fee at each of the cutoff dates.
