Is this a normal method of selling tickets?

If Sydney win members have to queue after the game to get a ticket in another queue to buy tickets at the SCG on Sunday.

Whoops should have said when and by how much.

I pity the people who didn't read the letter properly and sleep over at the SCG only to be given ticket 5000 in the queue.

Sadly it is. And there will be 60,000 semi-interested people at the GF courtesy of the tickets being shared around and the corporate sponsors grabbing their share.
