Yup. Don't understand how a dice based game can have 3 levels of difficulty. Pretty sure, it's just the harder the level you pick the better luck the AI has in getting what they need in avoiding your houses/hotels and landing on properties they need.
I have found the 3 levels in difficulty mainly center around the AI's intelligence regarding trading with you and the other computer controlled players. On Level 1 you can make some pretty stupid trades giving you a good advantage to getting houses on first etc. On level 3 the AI is very stingy and hard to negotiate with leaving you with mainly what you have landed on to own or you have to give up a heap to trade for the property you want. Honestly i don't think the dice is rigged in any way etc but that is just my opinion.
