Carlton has settled on Kreuzer, but recruiting manager Wayne Hughes is still keeping his cards close to his chest.
"It's not common knowledge at all because I haven't told anybody," he said.
"I have made up my mind but at our final meeting this week I will explain to our people how the decision has come about and we will tell them what our final verdict has been."
Hughes conceded the club's recruitment of Judd had filled a major hole that might have seen the club favouring midfielder Trent Cotchin.
"I never expected to be picking at selection one and the rules left us with the pick," he said.
"Before trade week we lacked a real key midfielder, and after trade we had one. We had a good centre half-forward in Josh Kennedy, and now we haven't got one.
"All of those things go towards the decision-making process."
