Obviously, which is true.
It also reads like he is downplaying mass murder, which is an unexpected opinion, to say the least.
There's a mass shooting every day in America. The overwhelming majority of them are gang or drug related. Stricter gun control might do something to stop the dozen or so indiscriminate massacres that we see each year in the US, but those crime-related mass shootings that don't make the news will still keep happening. They have massive issues when it comes to gang violence.

Stricter gun control might stop little Jimmy getting his hands on an AR and shooting up his school because he's angry with the world, which would be a great thing and the US should at least try to do something to stop senseless massacres happening. But their gun culture is just so different to anywhere else in the developed world that I doubt any legislation would do much to stop overall gun crime. They can't outright ban guns because it's in their constitution. They're too far gone. It would take generations for any meaningful change to occur.
