NBN Needs Upgrading

Where I live I am getting at best 2mbps for Download Speeds when I am on Optus NBN25 Plan.

I talked to them and they Said that My Area is Getting Heavy Traffic and Only way of Fixing it. Is to Upgrade the NBN we have.

I am wondering IF other People have heard this Excuse Before or Not?

Then why would Speedtests showing Slower then what we Pay For

The one thing I know is that their fixed wireless is garbage.
