You actually own/pay for the entire cost of the phone instead of paying it off over the term of a contract, say 24 months. You could buy the phone at say a Telstra shop, then are under no obligation to go with a Telstra plan because it is your phone.
Buying it 'outright' means you pay for it upfront, like you might pay $400 or something for the phone (or however much it's worth) then you own it, rather than getting it for free and paying a certain amount per month on a plan that you're stuck with for a long period.
Or if you bought a car or something outright, it's the same - you're paying the full amount upfront rather than having to pay it off.
