No, it's not. To apply only for the PSD you have to have been on the list of an AFL club before. Hence why Jurrah required special consideration last year.

You don't need to have been on an AFL list to be in the PSD, but if you haven't you do need to have passed through the National draft first. So sure we could get Scully in the PSD if no one takes him in that national draft...

Eg, Stefan Martin was picked up at PSD pick 3, 2/3 years after he had applied for the draft.
Liam Jurrah is an exception, he required special consideration to apply for the PSD because he missed the cut off date to apply for the ND.
