If it's directly from a bounce or boundary throw-in, it should be a free kick for a deliberate behind (assuming no-one else touched the ball). In the AFL that's the interpretation, but not so in other leagues.
Unless, they've changed the interpretation in the AFL without telling anyone, or the umpire made a mistake.
