The main issue is the rbb leadership.

99% of the other clubs supporter groups have taken to self polocong and it works.

RBB leadership just say its not their job(code for we want it to happen).
Makes matter worse.

Yep, definitely agree with that. In general the fan group will know who the troublemakers are. They're the same each time. If they're not willing to flag them up then it's on their head too.
