No idea.
Referals are when you have recommended someone to BigFooty and then they register. I *think* the more people who say you have recommended them to join BigFooty as a member, the more referal numbers you have. As for a tally on who has the most, I've got no idea!

There is a tally.....I just don't know what to do so that the tally will tick over

I don't think it's enabled. If it is, there will be a special link in your profile somewhere. If you put it on a site or in an email, and people use it, that's a referral.
I had a referral rate of 1 on my profile a while back, but it has since gone back to 0. Does that mean I got somebody banned?
