Scragging

Last week versus Geelong, the umpires were red hot on scragging. Paying free kicks to anyone getting tackled without having possession of the ball.

What was with the inconsistency on Sunday? I noticed the umpires put the whistle away this week?

Does the AFL issue umpires to pay certain things in certain games? Certainly looks like it
