Ok, it is widely known that a 30 second shotclock was introduced to keep players from wasting time whence taking shots. However, why is it that when the 30 seconds have past, the umpire doesnt call play on? i have seen so many times that the shotclock has counted down, and a kicker still has another 10 seconds before he even kicks it.
can someone please explain the point of this rule if it isnt even going to be implemented.
