If you're using VPN tunnels though to wherever and then downloading from there, how would the ISP know what you're doing as they can't penetrate the secure encrypted tunnel? And they wouldn't block VPN port access as many customers use it for remote business purposes.

Pffft, someone will crack it or find a way around it within hours of it's release.
