All high-schoolers (regardless of whether or not they're entering the draft) commit to a college, LeBron probably being the only exception. Shaun Livingston, for example, has committed to Duke, but I'm fairly confident you won't see him in white and blue. Pretty sure Ndudi Ebi commited to Arizona...
I think the commitments would have loopholes whereby if you nominate for the draft, you don't have fulfill that commitment. On Telfair, he's pretty certain to be taken in the lottery, so I'd say he'll be in the L next season.
