Largely because an administrator was not appointed to Footscray, which allowed club members to protest the decision if members hadn't been consulted ahead of time. On 6 October 1989, rank-and-file Footscray member Irene Chatfield won a stay of proceedings against the merger (announced three days beforehand) in the Supreme Court.
