Its just a slogan mostly big corporations like to use to make their employees feel better.

At the end of the day, its garbage.

I think there's a few big ones that are legit. A lot of small/medium sized businesses tout themselves as being family friendly but they usually don't have the resources.

I used to let my guys run off and drop or pick up their kids during the day(school, doctors what ever),everyone went home for lunch too.(regional town everywhere was 5 minutes away)
We had some single fathers.
We sort of knew not to depend on people to be around at certain times.
Kept them happy without causing too much disruption.
A lot had organised shared baby sitting, through the wives of other workers,so the wives could have kid free days.
We all went home early on Friday.
No one was forced to work weekends or be on call.(single guy mainly volunteered for the extra money)

Interesting while working in London everyone could be late on Monday and leave early on Friday, it seemed the norm, you would just say something about a train .

There are others, generally people that use these terms in a sincere manner deserve to be executed by way for rats eating them slowly.
