You can get cd cleaning cloths... they don't seem to create any interference with the ps2 or psone from what I have seen.
 
The thing about CD's being delicate is a load of crud. My mates flick their CD's to each other, and they all work fine. From what I've heard, the data is not in the underside of CD's as everyone thinks, but towards the top. So cleaning it shouldn't do any damage.

Grab a cloth and just wipe it down.

dust doesn't hurt cd's very much ,it is only when you scratch them deep that you get a problem - particularly as you can't reverse a scratch on the Cd if it is deep.
 
if there is enough dust it will stop it from working but dust isn't a problem as u can get it off very easily. deep scratches are the problem with cd's and most of these have to be done puporsely. ie, when i got really ****ed off with a rugby game when i was about 12 i picked up the screwdriver next to me and shoved it straight into the cd :D:p
