Don't think so, though the whole ownership of activation's seems a little odd to me. In this case you can open bidding at 250K and not bid again while the bidding lasts for another 20 days and you can't use that pick again. Strange thinking IMO.

No. Just can't use an activation bid until those (or at least one) are closed. Can bid on any player that is already activated though so it doesn't limit you too much. The players that are unactivated generally have a later end date.
