Do Sydney and GWS still get their academy picks for free? If so the AFL can Eat a bag of dicks
 
They don't, but they can match a bid on them from pick #1 if required.

Gold Coast can take some before the draft, but that might no longer be available to them.
So why cant we match bids on our NGA? Is it because of Ugle Hagan?

All the clubs should just bid on academy picks first up in the draft to make it hard for Sydney to always get the advantage. It shits you when you see blokes like Mills, Heeney and Gulden playing and we couldnt even counter bid on Motlop in the 30's

We can match bids after pick #40.

A fully open NGA bid matching system would lead to zone drafting becoming far more of a determining factor in success than the fortune of a fair draft. Freo, West Coast, Adelaide and Port would only need five to ten years of that in place and the over supply of talent out of those two states would lead to four over powered clubs.

Our indigenous talent is elite. It's not really fair for the rest of the competition.
It takes away from the purpose of the Sydney club's academies, they are supposed to be a competitive advantage for them.

If our indigenous talent is elite, why hasnt Jesse Motlop played yet? Gulden played straight away last year and looks a gun and was picked up in the 30's. Maybe we should get access to one NGA player under pick 40 and the rest after. The academies in NSW are getting massive and are pumping out a lot more quality than the NGA's are at present.

One of our indigenous talents just kicked his 1000th goal, ironically for the club with the easy access to their own local talent.
 
If we had the same academy system in place as Sydney then West Coast would have him - based on the matching rules at the time they would have used their 2nd round pick for him too.
But we didnt have those in place so we couldnt get him as i said. If a similar player was coming through the ranks now in the Sydney academy they WOULD have access. Have a look at the below from Chris Scott in regards to the Sydney Academy :

"A lot of the population is in Sydney and a lot of the talent is there and if they can harness the sporting talent - I think most of us would know that played when we were in year 10 or 11, the best cricketers were also the best footy players who are best rugby players. It's really smart," Scott told Channel Nine on Monday night.

"The key question for the competition is what price do they pay, because no one can argue that it‘s not good for the game to get the best talent playing AFL footy in NSW."

The first ones I can find are Brisbane passing on matching picks and these are after pick 40.

No, but at least they have the option to pile up later picks to match the bid at a 20% discount. In 2014 Heeney went at pick 18 and was touted a top 5 pick at the time (which would be justified now) and in fact Melbourne bid on him at pick 2 and Sydney were able to use their first pick which was pick 18 on Heeney even though they finished runner up in the GF that year. That has been changed due to the outcry from other clubs (justifiably) but they can still match bids unrestricted. This is why we will never succeed while these clubs get these leg ups
