That's Charles Foster Kane trying to start a round of applause for his terrible singing wife in Citizen Kane. I assume TBD is indicating his general support for the above post, but the point of that scene was that what's-her-face was an awful singer whose performances no one in their right mind would enjoy. Hence the manic look in his eyes.

But on the other hand TBD is a very astute individual and would have understood utterly that the applause in the fillum was for the poor singing by the wife and by posting it poor old Tom, knowing about the manic eyes from his viewing of the fillum, would be more interested in the manic eyes and as such the context was misunderstood as as opposed to the previous post that TBD understood very well and supported so therefore posted the GIF.
