As I understand it RFA are treated differently to stop clubs rorting the system with bogus contracts that get “renegotiated” after player moves.

I.e. wooing club offers RFA a ridiculous “contract” that current club would never match (eg 10 year contract) - then conveniently “renegotiated” it back to a 4 year contract 6 months after player has transferred.
