My and mates thoughts were to cater for 30 to 35k design to keep the majority of them reasonably dry. Ensure ticketing and food and service are affordable and accessible.

The wind and rain shouldn't worry the most skilled best coached players in the land.

Is the goal accuracy better at Marvel?
Do more spectator go to this venue because it has a roof?
Is the surface better for players?
