1. What happens if 2 teams nominate the same draftee, who has first dibs when it comes to the draft?

2. Why would a team not nominate a father/son since you are not obliged to take them anyway? Why not keep the option open with a nomination?

We had this with Bailey Rice and he could chose a prefered club, he chose St Kilda.
If a team then bid on him and the saints didnt want to match, then Carlton had the option to match

That's not the case any more.

It doesn't happen with father/sons but academy kids are quite often nominated but not picked up in either National or Rookie Drafts, and they operate under exactly the same rules.

If a nominated player makes it through to your last pick, you can choose to take him there for your last senior list spot or hope he makes it through to the rookie draft. If he does, you can then prelist him directly on to your rookie list. In neither situation does a club have to take the player.

Wrong.

Had the Crows nominated Jarman at the national draft and he didn't received a bid, they would have been forced to use their last live selection to grab him. The option of not nominating provides them with more flexibility heading into the event.

If Jarman is overlooked by every club, he could join the Crows as a father-son rookie selection. Adelaide would need to nominate him under those rules in the two days between the national and rookie draft to get immediate access to him as a rookie.

The father-sons and academy prospects have been grouped together under the same bidding system since 2009, when the northern academies were introduced. They were graded under the same bidding system that had been implemented two years earlier for father-sons in an attempt to equalise the process. The change of bidding system, which will be set for this year's NAB AFL Draft process, has been done to add a 'fair value' to every selection. The last process had its holes, and this one attempts to fix them. The AFL weighed up all the feedback about the level of discounts afforded to academy and father-son prospects and in the end felt the right move was to have both at the same number (20 per cent). They fall under the same system because the League recognises the value of the academies and the tradition associated with the father-son rule.

I want to know if you can nominate a FS twice. We got Alec Waterman a couple of years ago but delisted him due to illness. Could we nominate him again if he gets back to a reasonable level?
 
Interesting. Looking at the AFL rules, the two are definitely the same but academy kids should be subject to the "take with your last live selection" clause... except we've already seen that this isn't the case, e.g. Reuben William last year made it through the ND during which Brisbane had matching rights, and when he did they could prelist him, as well as other nominated academy selections that weren't picked up:

14.4 Listing of Club Academy Player

(d) Club Academy Player Listing Forego Draft Selection

Prior to a Club including an eligible player(s) on its Primary List in accordance
with Rule 14.4(a):
(i) On or before the date determined by the AFL, the Club shall submit a
list of draft eligible Club Academy Players to the AFL using the form
prescribed in Schedule 1 as Form 39A it wishes to consider for inclusion
on its Primary List, all of whom must represent either New South Wales
or Queensland, as the case may be, at any underage national football
championships in that year or any other competition as determined by
the AFL, unless determined otherwise by the AFL;
(ii) Following the submission any application under Rule 14.4(c)(i), each
other Club, at such time as determined by the AFL, shall have the
opportunity to nominate the draft selection they would be prepared to
utilise in order to select a Player(s) from that list at the next AFL Draft
Selection Meeting.
(iii) In the event another Club(s) nominates a draft selection under Rule
14.4(d)(ii), the Club desirous of including the eligible player on its
Primary List in accordance with Rule 14.4(a), may withdraw its
application for inclusion of the eligible player on its Primary List. If the
Club withdraws its application for inclusion of the eligible player on its
Primary List then the Club which has nominated the lowest draft
selection under Rule 14.4(d)(ii) shall include the Player on its Primary
List and forfeit that draft selection at the National AFL Draft Selection
Meeting.
(iv) In the event another Club(s) nominates a draft selection under Rule
14.4(d)(ii) and the Club desirous of including the eligible player on its
Primary List in accordance with Rule 14.4(a) does not withdraw its
application under Rule 14.4(d)(iii), the Club shall include the Player on
its Primary List and shall forfeit its next draft selection at the National
Draft Selection Meeting after the lowest selection nominated by another
Club under rule 14.4(d)(ii).
(v) If no Club nominates a draft selection under rule 14.4(d)(ii), the Club
shall forfeit its last draft selection at the National Draft Selection
Meeting.

(vi) In the case of multiple eligible Players, if no Club nominates a draft
selection under rule 14.4(d)(ii), the Club shall forfeit its last and each
previous draft selection at the National AFL Draft Selection Meeting.

Edit: I wonder if it hasn't been updated to reflect the change in rules to allow live bidding. As a result the AFL Rules are incorrect, as are those articles based off them. It fits the actual procedure taken in last year's draft.

No. Since I've got the AFL rules open:

8. Father/Son Rule
8.4 Nominations and Prior Registration
(a) A person cannot be included on a Club’s Primary List under Rules 8.1, 8.2 or 8.3 if he has at any time been registered with the AFL as a Player with any Club.

If you nominate a F/S you automatically forfeit your final pick in the draft to take them. Details are in the draft nomination form which can be googled.
