For anyone who can afford to delist players for an extra PSD pick. Lists must be completed by 7:10pm Thursday:

Costs $79k per delistment - can afford 12

Costs $79k per delistment - can afford 1

Gold Coast Devils sausageroll
Costs $79k per delistment - can afford 3

Northern Reds Bluesy
Costs $79k per delistment - can afford 9, or 8 plus a rookie, or 7 plus 3 rookies

Rottnest Razorbacks gym4life
Browne costs $192k, Schroder costs $145k, Wallace costs $61k, $8k gained by delisting Winderlich, everyone else costs $79k - can afford between 6-11 players depending which of these options are taken.

Can you please explain who I can delist, and what it means for my salary?

E.g. If I delist Hocking as I am entitled to due the the WADA suspensions, what does that mean for my salary?

I.e. Does Hocking's salary still count? If I delist Hocking, am I able to replenish my list to 40 through the PSD? Or am I limited to delisting Darley/Tapscott?

If I delist Hocking in the draft thread, for whom I am picking up Simpkin, am I able to replace him in the PSD to bring my list back to 40? If not, does his salary still count to my cap?

If I delist Tapscott, will that allow me an extra pick in the PSD, or is it only Darley I can delist to gain a pick?

You can delist one player - any of the 40 on your list - and you will get a PSD pick to replace them where you will be able to take any remaining player. I can't see why you would consider anyone other than Tapscott and Darley, but if you delist a player who is contracted in 2017 you will still have to pay him in 2017.
