I was seeing it possibly as a 'season ending injury' or 'retirement from the primary or category A rookie list', but it's been clarified.It's quite explicit Jim, "...from its AFL Primary List or Category A Rookie List to its AFL Inactive List."
How else can you interpret that?
Perhaps it's just a case that the AFL hasn't considered, and an application to the AFL for a replacement Cat-B rookie might be considered - perhaps Darcy Hogg as a father/son that wasn't drafted? I can't see anything in the rules that would allow it, but might be worth making the application.

Trading Moir but keeping Wilson? Not seeing the logic there, is it just we may be able to get something for Moir but wouldn't be able to for Wilson?My take for the end of the season at this point:
Retire: Haynes, Newman
Delist: Fogarty, L.Young, Boyd
Elevate: Carroll
Further consideration: E.Hollands (medical), Evans (medical), F.Young, Derksen, Charleson
Trade possibilities (2026 pick value): Cerra (10-15 pick), Hewett (20-30), Acres (30-40), Moir (25-40), Pittonet (whatever we can get)
Pittonet is contingent on actually going back to developing O'Keeffe as a ruck option in the VFL right now, and doing so with some success actually moves us back into territory where we can go back to 2 rucks on the list, potentially acquiring a high-grade ruck talent in the 2027 off-season (by trading out Reidy).
Happy to keep Wilson given his ongoing development, likewise Duffy and Monahan. Honestly happy for us to not trade out or delist anyone else other than Pittonet, which would still leave us with 5 open spots on the senior list.
It's that if Moir doesn't start seriously* lifting his work rate, he's not becoming an AFL player at our football club, and we can at least try to help him salvage his career while getting something out of it.Trading Moir but keeping Wilson? HOK won't be anywhere near ready to carry 1st ruck in 12 months either, I'd be very surprised if he ever is.
