I really liked his kick into the middle that set up one of Joes goals. He is a great kick so id love to see him get more of the ball and I think the coaches would agree.

You could argue that Hartley's form has put him ahead of Brown. Alex Silvagni was selected before Liam Jones before he got injured but now they're both fit, Jones is selected and Silvagni isn't. So no, he's not "really a depth player" based on available form.At this stage Hartley is really a depth player.
Hurley clearly is the walk up start.
As our list stands for the other one or two key posts we have Ambrose who's ahead of him and Brown who was being picked ahead of him prior to injury.
We then have Francis and Ridley who we also have very high hopes for too as they are high picks.
That said for a pick 68 he's been ridiculously good value and
