If it was a planned abduction it had to be a known connection to the boy or the property - all such people should already be on police radar. Standard practice to make a list of all recent or regular visitors to the property, and all people connected to the child. They would arouse particular scrutiny if they were found to have switched their phone off shortly before the disappearance. Easy targets for SAPOL.A sinister person e.g. abductor would just take their phone battery out IMO
If it was opportunistic then that person would show up as activating or deactivating their phone in that location, if they ever had a phone active at any time in the first place of course. I guess there are some folks who don't carry around phones, or leave them switched off to they need them. But still it would need to be someone already at the property, and there's no reason to go there randomly. Had to be there for a reason.
