Advice Please

Am trying to create a end of course photo montage using XP.I would like to if possible have options to play background music and also add captions to some of the photo's

What would be my best option for a programme to do these?

Personaly i'd use flash cause i know that stuff, but why not just make a power point then have music ion a CD player?

My friend used Powerdirector for our end of year one, turned out really good.

Wouldn't movie maker do it?
