If I were the IAU I would distinguish between major and minor planets. That is, name anything the size of Mercury or greater a major planet, anything between 1000km diameter and Mercury a minor planet and anything smaller not a planet at all.

We'd have eight major planets and a fair few minors including Pluto, Sedna, Quauowawora or whatever it's called, Ixion and Ceres.
