Not quite as brutal as the hand where a lady moved all in with AA and the dealer swept her cards into the muck before the remaining player could act.

It's easier to write a generic rule that accounts for every way a dealer may spread a flop and where in the sequence the extra card may occur. And the floor/TD wouldn't be at the table to witness the flop so the most consistent option is how they wrote the rule.

Can't take a trick lately and has felt like that for quite a long time

All my good games I'm bubbling or 2 off the cash, basically a heap of 6th-10th place spots...

Then copping all sorts of bad beats from horrendously bad preflop all in situations whenever I have good chips in the middle of the game, generally at the 3-6k or 5-10k blind levels and some donkey muppet who is normally in the big blind overplays their AK or AJ, 3/4bet rips 300-400k in my face and always hits a flush or straight to crack my aces or AK. Worst one was about 2 months ago, short stack jams 20k, I try and isolate out of BB with 50k raise with AKcc, UTG limper rips 250k in, I don't believe him and snap my 170k in, muppet has AJos, K63 flop, Th turn to give muppet a heart draw, Qs river....last game I played there for a while

Monday, open 20k 3/6kbbs with aces sitting with a bit over 200k, muppet in the BB shoves 300k on me, I snap, he's like oh shit, he has AKcc. Flops a club draw, turn king river club...and I'm cursing out the door for the umpteenth time...week before in the same game, final tabled with middling chips, 2nd hand of FT get kings UTG+1 too many big stacks to get through so shoved my 420k in, get a snap call from the hijack then he tries changing his mind mid call to all in but TD says no it's a call, he has basically same stack as me, BB thought about coming along then gave it up and yeppppp he rolls over red aces.... flopped a gut shot and turned a spade draw but like normal they brick... don't think I'll play there again.
