Ballots

Bit of an odd question but does anyone have the "inside word" on how the ballot system works for the BDO/Falls/etc?
Is it based on names/time of registering/or what?

I think with the Falls one, they want a mix of ages/gender. I usually apply with a couple of emails and my "22 year old female" has yet to fail.
