You have 12th men seemingly on the ground every other over nowadays for gloves, extra drinks, etc. If anything is required by players in the field that would be needed semi-regularly (lip balm, sunscreen, sunglasses etc) then surely the 12th/13th men could carry this out?
You could even have some rules in place as far as having pre-approved items to be brought on the ground that would need to be declared before the match or at least the day's play. This part would definitely be open for discussion to work out a suitable solution.
But again, should pockets be banned to remove some of the doubt from what players are doing, as many players across the world through the decades have proven that they simply can't be trusted.
