Banned Users

I'm (mildly) curious about this. I've noticed on a few occasions that people have apparently been banned from bigfooty, yet just a few weeks later they are back with a different user name.

Correct me if I'm mistaken, but I believe the notorious Suzi has been banned on numerous occasions, yet she keeps reappearing with a new user name and makes absolutely no secret of the fact that she is Suzi (although, to be fair, it must be difficult for her to cover that fact up).

I've seen a few examples of this type of thing in recent times. What's the deal? When people are "banned" are we talking about being "banned" under whatever particular user name they were using at the time of the ban? If that's the case, why bother "banning" anybody at all?
