Lots of patients (I've only ever seen the public system, so I can't comment on the private case) complain about the plate restricting their movement, so you generally just placate them by saying it's coming out for that reason. Of course, it doesn't restrict movement and it is dangerous to leave in for precisely the reason you give. In fact, all plates are dangerous to leave in.
