Some Clubs treat NGAs seriously, others not so much. Norf just rebooted their NGA which has been out of action since Covid. Didn't stop them trying to get Sanders who'd prolly attended a couple of pie nights years ago.

I believe they should be fined.

Not really sure why clubs even bother with wasting money on developing NGA's. Spend all that time on a player only to watch him play for someone else if he is any good.
