There's nothing wrong with a process that says 1. Establish Panel.
2. Appoint Clarkson.
3. Introduce Clarkson to panel.
4. Else if Clarkson unavailable, follow the recommendation of the panel.

And it's not a slap in the face to Ross because he's not a four time premiership coach. He just an almost guy.
