The Blues will notify the AFL by today's 2pm deadline.
Clubs without two veterans can select a "nominated" rookie, which makes them available to play senior football all year.
Carlton has no veterans on its list and can elevate two rookies.
Ruckman Robert Warnock was last week put on the long-term injury list after suffering another setback in his recovery from a stress fracture to his left foot.
Warnock's injury allows the Blues to elevate three rookies before Round 1.
But Blues football manager Steven Icke yesterday indicated it would be two, rather than three.
Ruckman Sam Jacobs is almost certain to earn a senior call-up, while goalsneak Jeff Garlett and former Port Adelaide midfielder Greg Bentley are also in contention.
And Aaron Joseph won praise for his tagging job on Gary Ablett in the NAB Cup semi-final.
Carlton is confident Brendan Fevola will be fit for Round 1, despite suffering a bruised heel against Fremantle on Saturday.
Carlton will seek permission from the AFL to run as many as five senior players in Friday's Northern Bullants intra-club match.
