Lockdowns in developing countries are counter-productive. Peru locked down early yet still recorded thousands of cases a day. Why? Because so many of their population do not have access to adequate refrigeration meaning that supermarkets/markets were crowded constantly because people needed to buy fresh food a few times a week to keep themselves going. Here's a good article from last year that explains the situation:If the whole world went full China NZ or Australia for a few weeks real early it would have been close to wiped out.
Why Peru Is Emerging as a Coronavirus Hotspot in Latin America
The Latin American country locked down early but the virus is spreading fast anyway
So while it's easy to say the US and Western Europe should've locked down early to eliminate it, developing countries simply couldn't afford to do that.

. There were just over 21,000 cases of flu (lab confirmed) and less than 100 deaths in 2020, compared to over 300,000 in 2019, and over 700 deaths. That’s a significant drop.
