Why would Nick Stevens and Jade Rawlings have not been taken in the National Draft year if that was the case?

As far as I'm aware the pre-season draft is only available to uncontracted AFL players who wish to name a price for their services (which you can't do in the National draft... this is what Caracella is doing) or players who had nominated for the National draft but weren't picked up. If you're not already in the AFL system, which I'm guessing Brad Smith and Matt Priddis are not, you can't bypass the National draft I don't think.
