Paypal generally favours the buyer even if you're in the right.

My mother is not very tech savvy and she sold an iPhone through eBay / received payment through Paypal. Turns out the buyer only lives 20 mins away (apparently) so he begged to come around and picked it up that day. A few days later, the bastard claimed he never received the item.

Of course, with no delivery (and hence no delivery confirmation), she lost the item AND the money. Not much we could do about it.
This makes no sense you didn't ask for him to bring some photocopy with prove with his name and address and a copy of what he won on his side and get him to sign it.This way you could have sent the item was paid to this buyer.

I was also annoyed that she just gave up the phone without asking for some sort of ID.

If I had any idea she was selling, I would have just reversed and ditched the whole Ebay/Paypal transaction and demanded he pay cash up front. Otherwise, mail or no sale. I reckon this was a set up scam.

I only found out about it after Paypal sent her an email informing her that the money was refunded to the 'buyer'.

Have you got proof of the original receipts/proof that your mother was the original owner of the phone? If so then I would lodge an appeal with this either with paypal or consumer affairs/vcat or whatever it is in your state. This way the little toe rag will have to prove a - how he got the phone was not stolen and b he admits to paying for it and lying. The shit truck will be up against the wall with a reason.

She got the phone as a gift. I guess it could've been worse.
 
What ebay are you using i don't pay ebay fees only shipping and the price of the item.The conversion rate is the only charge like if the $US is 1 to Australia 99 cents ebay is about 4 cents lower.

He's talking about fees when you selling something. You're talking about buying, where there are no fees.
