Have only played the original G1 jockey, which was very enjoyable but also hard.
Have got Gallop Racer, but haven't had the chance to test it, although I have been told it offers more in the way of training horses and stuff.

I have not even heard of Gallop Racer but I own copies of both G1 Jockey and G1 Jockey 3. G1 Jockey 3 is a much more rounded game, as you would expect, but is not a huge jump from the original. The major new features are:
The ability to do trackwork with horses to improve riding technique/horse form etc. Good for a start but gets monotonous after a while, when I play now I don't bother with it, I prefer just to race.
Protests and Suspensions. Just add a bit more realism, you can't just check a horse that is flying home like on the original
Bit level. Make it a lot easier to adjust your speed.
Jump races are included in the day to day racing.
It is probably a little easier as well. You can actually win on an average swooper whereas on the original you would get so far back you had no chance.

My brother got me Gallop Racer for Christmas (we got the PS2 on chrissy day as well) and I'm really enjoying it. You have to do a training tutorial thing but even after that you tend to lose a lot and have little idea of how to do much right. I'm learning though and have won a few, placed in a few.
Once you've got some money after placing, you can bet on the races which is great. Also, by collecting points based on performance, you can purchase new horses. By racing more and improving, your jockey's grade will improve from E. It's all good so far but hopefully as I get better, more options will become available (I'm D at the mo).
