None of these players are relevant examples. Mayne wasn't even passed over, he didn't play in '06 as he was injured and was never going to get drafted that season.
If you want an example of the sort of thing you get in those situations think 'Mark Hutchings'.

Others off the top of my head would be Dawson, Lower, Maister/Wilkes, Faulkes, and Tom Lee.

Peter Bell? He was drafted (by Freo), delisted (by Freo), redrafted (by North), traded (from North back to Freo), retired (from Freo), recruited (by Souths) and retired again (from Souths).
 
The issue is we're chockers with midfielders and he seems to be playing high up the ground, or being effectual there for Souths, but he's not a key forward. He's only the height of Crozier and Mayne, isn't he? How many guys of that height can you really play in the side?

Wrong place and time for some players, but then again he spent a year or two as an AFL rookie and you need some luck as a junior to get spotted to get to that spot. He'd be worth grabbing for cheap if you were the Lions or Dees.

Wasn't the argument that re-listed players would never turn out to high quality players? Not that it doesn't happen at all (reslisting); clearly it does. Anyway, of your examples half have already been delisted a second time, and most of the rest soon will be. Dawson, like Podsiadly, is the exception that proves the rule. Further Dawson didn't fight back to the AFL via a state league, he was delisted by the hawks and picked straight up by the saints for the next season.
Players that get picked again after hiatus are there purely to fill a role. Not with any expectation of breaking games open. It just doesn't happen.

I wasn't trying to prove a point either way, just saying examples.

Zac Dawson didn't play AFL two years between 2006 and 2009, but has never been off an AFL list.

No one picked up though, so must be some underlying issue with him. I thought he was for certain going to get drafted based on the all the hype.
 
He might have been handy in the last month with our forward line woes.

We have Sylvia that offers real goal sense and has not been played so what makes you think Thorp would have been playing by now? He hasn't been setting the world on fire at Glenelg...

Based on Sylvia/Ballantyne/Simpson being suspended/unavailable, Walters/Gumby being injured, and Kepler/Griff still recovering. He'd probably have gotten a couple of games.

Our forward line is obviously dysfunctional, we are dominating periods of games without adding significantly to the score.

I'd say possibly is a more accurate word to use. What makes you think he would have been better than Taberner / Clarke etc? He has not been playing well in the SANFL. 1 bag of 3 goals against Adelaides rookies and then games with 1 or 0 goals for the rest.

Amazing that 14 goals a game in the Tassie league doesn't equal 14 in the SANFL.

This guy seems to have hype no matter what, I bet you had no idea he was even playing in the SANFL before you threw up that he would be handy. Personally I would pick any of the top 5 goal scorers from the VFL, SANFL or the WAFL before him and whats the bet none of them get drafted either.

Is playing for Glenelg in the SANFL, has not looked the best so far. Some reports is he is playing injured and is barely leaving the square.

His best role when 100% fit is the roaming 3rd tall role

I highly doubt the bolded, even with injury issues.
