It was the view of the panel that Lower approached the contest bent down and with his right hand down in an effort to gain control of the ball. Contact wasn't made to the head by Lower. Instead you will find that the footage shows that the freo player actually hit his head on a port players legs. Lower missed him.Obviously some heads are more sacrosanct than others.
